MIPS and FLOPS measure different work, integer instructions versus floating-point operations, so they are not directly comparable. They share this axis only to show the overall trend, and the marker shape tells them apart. The numbers are peak or representative figures: GPU and console values are single-precision (FP32) peaks, mainframe figures are whole-system aggregates, and the MIPS values for modern multi-core and phone chips are approximate Dhrystone-style estimates.
