RGB values are the widely used "Pepto" PAL measurements. The VIC-II has no real RGB output, so exact colors vary by chip revision, TV, and PAL vs NTSC; treat these as a good reference, not gospel. In BASIC the color number drives POKE 53280 (border) and 53281 (background), and CHR$ color codes.
